The late Mr McGoWn, who was a son of the late Eev William Stewart McGowan, for forty-two years a minister of the United Presbyterian Church of Scotland, was bom in 1849 in the Orkney Islands, and educated at Wigtown and Aberdeen Grammar Schools. He came to New Zealand a boy of sixteen with his father in 1865, by the ship James Lister, and'after working for about two years in the bush in the neighbourhood of Wai-nui-o-mata entered the Government service as a cadet in the Treasury Department, receiving his appointment from the Colonial Treasurer of that day, Sir William Fitzherbert. A year later Mr McGowan succeeded Mr William Mason who had charge of the.books of expenditure, and five years afterwards, such was his ability and industry, he became chief clerk in the PaymasterGeneral's branch of the Treasury. Later on he succeeded Mr Heywood as first clerk in the accountant's office, and in March, ISSO, was selected by Sir Harry Atkinson as chief clerk in the newlycreated Property Tax Department. Ten years later, when Mr Sperrey died, and Mr Crombie was promoted-.to be. Commissioner of. Taxes,-Mr McGowan': became Deputy Commissioner, and' in June, 1894, when Mr Cronibie died; Sir Joseph Ward, who was then Colonial Treasurer, appointed Mr McGowan to the Commissionership. The appointment was received with approval by the public and the Civil Service. Mr Me- ' Gowan was the first chairman of the Post and Telegraph Appeal Board. Mr McGowan leaves a widow and grown-up family. He was married in 1874 to Miss Hester Ward, third daughter of-the Eev. Eobert Ward, of Wellington.
