LONDON, Sept. 27. Lord Rosebery, m the preface of Edwin Montague Bron Herbert's book, describing the results of the investigation of the Imperial fiscal question in Canada, states, in referring to the danger of tariff bonds, " Our true ideal empire ought to be a vast co-operative league, contented and emulous, of the Anglo-Saxon States with the Indian Empire. When the truth is grasped, we will hear less of the specious fallacy, that if there be not a constant centripetal movement in the Empire, there wiil be a constant centrifugal movement. ....•■
MELBOURNE, September 27. Sir "W. Lyne has given notice of motionfor October 9th, in favour of opening'without delay, negotiations with the Imperial Government, w,itha view, if possible, to the establishment of preference between Britain and Australia.
A months' supply was passed and the censure debate was resumed.
