Officers in Disgrace.
(Pieeeivca September 26, at 8.49 a.m.) LONDON, September 25. At Kuropatkin's request General Orloff has been recalled to St. Petersburg and dismissed from the army. The Russian volunteer cruisers St. Petersburg and Smolensk have arrived at Port Said and are awaiting permission to take coal and provisions enough to carry them to Bizerta, Tunis.. -Arequest for sufficient to reach Liban was refused. A commissariat officer at St Petersburg has been court-martialled for substituting sand for explosives and seventeen waggon loads of mines intended for the front. ' ' : . .
