Some of the old men were unarmed, but many of the youngsters had rillos. Do Wet described tbo latter as the be<3t fighters, holding their positions long after tho older men had retired. He urged the surrenderors to prove their fidelity to tho new government.
Lieutenant - General Elliott spoke, bringing the Kiug's messages of goodwill. Tho King and Lord Kitchener were lustily cheered.
A Government gazgtto, ihbuod in Cape Colony, announces that rebels surrendering before July lflth, or eaotured or siu-rendc-rod since April 12th, will not be punished with death on admitting being ftuilty of high treason, but will bo disfranchised fur life.
Tins does not apply to justices of tho pe;ice, field-covnot* and colonial pfhcials, who will bo triod but excused from the death penalty. Murderers and others found guilty of acts contrary to tho usuges of warfare ar: not exempted from tho utmost severities of tbo law.
In the House of Commons, Hon St. John Brodnck stated that a small Koyal Commission would bo appointed to inako a general enquiry into the conduct of ihe war. It was impossible, said tho Minister, to make a special inquiry iv regard to the Army contracts simultaneously. An agreoment es'ablishing intercolonial free trade in British b'outh Africa, fixes tho transit rate of goods la/ported into tho Transvaal, through the Cape and Natal ports, at one instead of turee per cent, and admito Capo and Naial goods into tho Transvaal froo of duty.
