In the list of private bills to be considered m the present session of parliament there is only one ,. relating to .electric lighting m the metropolis, and this is promoted hy a company .which finds it necessary to ask-, for -more time the realisation of its concession. Tiie West London Company possess powers which it has' been unable to exercise, and it now asks for » letter of license for another year or two, with exemption from some: of the provisions of the Act which define the terms on which electricity shall be supplied. It is the" Act that is.n failure, or is it the electricity itself that has failed to realise . its promises? •
