The Balkan Difficulty.

Janoff, Bulgarian Special Envoy to Constantinople, for the settlement of the affairs of Bulgaria. The Times this moruing, referring to the agreement question, states that by it Prince Alexander rueognises tho Berlin Treaty as binding, but is at liberty to revise the organic status of tho country. Prince Alexander is lo be appointed Governor oE Eastern Roumelia for a term of five years, renewable at tho discretion- ot the Sultan, m .return for which he undertakes j.to act m defence of Turkey, should occasion require.
