THE POLITICAL OUTLOOK.

Judging from Mr Ballanoe's speech at Wanganui a dissolution would seem to be imminent, lie .gave his audience to uaderstand that m his opinion m the present attitude of affairs it seemed impossible that any large question of legislation! of a Liberal character could be carried: He thought the Government ought to formulate their policy, announce it to the country and dissolve before the session commenced. There was one thitig which he objected to more than! all others, that was to take the people by surprise. They should receive due und timely notice of the intentions of the Government. Gladstone took the cjountry by surprise by suddenly dissolving, but he (Mr Ballance) thought they 'ought to give two or three months' notice, and great inconvenience would | probably be avoided thereby. A dissolution before the' House met would save the country the cost* of two sessions. From various sources we gather that Mr Ballance's views are generally entertained, and a very ©xciticfe political contest may be looked forward to. , ■'•• [Since the above was written we note that: Sir Julius VoGEL.dbes not speak so eontidently of the certainty of a dissolution ; as Mr Ballanoe. In his interview with a reporter of the Auckland Herald i he stated that Government have not as yet decided whether to offer such advice ;to the Governor. He further said ifc may be considered that no decision one way or other has been come to, nor is likely io be arrived a^ for several weeks! ■■..■■:■ •"■'■■ ; . ■ ;
