The conference on the New Guinea affair, between the , Agents-General and Colonel Stanley, Secretary of State for the Coionie«, resulted m the appointment ot a successor to the late General Scratehley being referred to the Cabinet, who choae Sir John Douglas, formerly Premier of Queensland, and now Go-vernor-resident of Thursday Island, to fill the post. The Right Hop. W. E. Forster has written letters to the papera, m which he speaks m terms of condemnation of the proposal to grant Home Rule to Ireland. The appointment of Mr Douglas as High Commissioner of New Guinea is only an interim one, and the permanent selection is still to be made. The Peninsular and Oriental Company's Shannon, from Melbourne (Nov. sth) has arrived at Plymouth. Paris, Dec- 23. It is announced that France has concluded peace with Madagascar. The institution of a French Protectorate over the island with absolute control on the part of Franca over the relations of the Malagasy nation with foreign Powers. It is also stipulated that the Hovas shall pay a war indemnity amounting: to ten million francs. Constantinople, Dec. 23. Moukhtar Pasha, recently appointed joint Anglo-Turkish Commissioner m Egypt, hus left for Alexandria.
