A letter appeared m the The Tunes this morning from the Marquis of Hartington, stating that he is absolutely without information with regard to :ho scheme of Irish reform suggested as emanating from Mr Gladstone. Lord Hartington adds that his views on the Irish question are unchanged. Constantinople, Dec. 21. The commission which waX appointed by the Sultan for the purpose of defining the Bulgarian- Servian frontier has ararived at the boundary of the two countries, and will commence its labors forthwith.
