The following is the text of the famous 11 By-law No. 56," recently passed by the Napier Borough Council to regulate procesaions, &c, m the streetß of that borough : — l. Except as hereinafter mentioned no procession shall hereafter be allowed m any public or orivate street or public place within the Borough of Napier, unless the persons intending to form or take part m such procession shall have previously received permission (by resolution of the Borough Council) to form or take part m such procession. 2 .No person shall be allowed, without such permission as aforesaid, to play any musical instrument, beat any drum, sing any song, or carry, for the pur nose of displaying, any flag or torch m any public or private street ov public plaea m the said borough. 3. This by-law shall not affect any drill, march, or parade of any volunteer or other troops under the command of an officer serving m Her Majesty's volunteer or other foroes, or any procession of school children under the direction of their teachers, or any tuneral procession, or any parade or drill of the members of the Napier and Spit Fire Brigades. 4. Any person offending against the provisions of this by-law shall for every such offence forfeit and pay a sum not exceeding JJS. 5. This by-law shall come into force on the Ist December, 1885. Elsewhere we give th» Magistrate's ruling on the occasion of the Salvation Army having bsing brought up to answer a charge ot having infringed the above, the by-law being held to be null and void.
