(UNITED PRESS ASSOCIATION.") Wellington, Thursday. The rumoured creation of new members of the Legislative Council is denied by tbe Government. Bishop Redwood and Father Sazean returned from Sydney this morning. The Minister of Public Works is now, m conjunction with the Colonial Treasurer, perfecting a scheme for obviating the delays and inconveniences which contractors are now subject to before receiving payment for work done for Government. Instead of all vouchers having to be forwarded to Wellington to go through the audit office and treasury before payment, it is intended to authorise district engineers to audit the accounts on the spot, and when satisfied of their correctness to pay the amount. The direct system is expected to come into force about the Ist of February. Mr A. W. Brown was installed as Mayor of Wellington to-day. The case of J. Stuart Reid v. W. K. Bishop, an application to restrain respondent from publishing "Bishop'sBradshaw's Guide," again came before the Banco Court to-day. After considerable argument Mr Justice Richmond dismissed the motion with .£lO 103 costs. Thursday. The cable steamer Sherard Osborne, was not successful m picking ud the White Bay end of the cable yesterday, and as the weather came on rough she returned to port, but will probably make another start to-morrow. It is probable that the whole. of the cable will be examined. Kaikoura, Tnursday. Mr P. F. Weyland, the well-known auctioneer of this place, died suddenly this morning, Dunedin, W«dnenday. The unemployed have prepared a petition to the Victorian Government suggesting that arragements be made, .with the Union Company to convey them to that colony. Seventy-five have sighed the petition.
