i It is proposed to investigate the conduct of the Postmaster-General (Valis) and his management of postal affairs, especially m the matter of making contracts to carry foreign mails, and his refusal to oarry out the intent of the Act of Congress m appropriating 400,000 dollars for foreign mail services m American bottoms. It is by no means certain he will not be formally impeached. The suggestions made by the Northern Press that (the South should raise a monument to General Grant has been coolly received. The Pope's Encyclical letter exhorts Catholics m the United States "to devote careful attention to public matters, to take active part m all municipal affairs j ■ and elections, and to make themselves ffilh as aoiivo oloni<SttCa*'in (Jaily* lifo." The language has excited a good deal of comment. A new line of steamers is projected between Fort Pend Bay, Long Island, N.Y., and a point on the west coast of Ireland, reducing tire time between the coasts to five days.
