He held that the captain ought to have sounded his whistle when approaching dangerous places such as that where the collision with the Mohaka occurred, and that no circumstances of immediate danger to his vessel or otherwise existed to justify Captain Manning m not barn» lights If he thought the naviga* tion of the Opawa was rendered dangerous by burning them, his safe course was to apply to the proper authorities at Wellington and get a permit to dispense with them. The Court was willing to inflict nominnl penalties, but as notice of appeal wag given m both oases on the qnestiona of law and fact, he fined Manning £5 Is and £% 17s costs m the one case, and £5 Is and £2 9s costs m the other. At the Lyttelton Harbor Board meeting yssterday, the report of a special Csmmittee appointed to in-=> vestigate certain charges against the Harbormaster -was received and j adopted. It concluded as follows : — « l The Committee report that ttje, I cha^e of drunkenness on September 19th was disproved, but they also find that the excitement of manner which two w^i nesses attribnted to i drunkenness was due to irritability of temper. The Committee adhere to the recommendation that the Harbor staff requires to be reorpau- - ised, but desire to eliminate from their previous report the suggestion that Captain McLellan should be asked to resign." The question of reorganising the staff was left to th# iJarbor Improvement Committee. Masterton, Friday. At the banquet given to the Premier on Tuesday erening'at the Club Hotel, tke IVJayor occupied^ th,e ch.ain, and 43 were present, including MrGr. tfeethain, M.H.U., and the Te Ading settler?. Various toasts were proposed, and the Premier expressed himself highly pleased with the place and people. At 8 o'olock he delivered a lecture m the Theatre on " Social Science," confining himself to that branch of the subject dealing with the duty of people to the State. The Premier left for the Forty-mile Bush yesterday morning.
