I 7. v The Hawaiian Government have forwarded a proposal to America and to the European Powers, asking them to guarantee local autonomy to all the Pacific Islands. Intelligence is to hand that the town of Kula has been capturod by the Servians* after a stubborn resistance on the part of the Bulgarians, who are now retreating to Widdin. 20,000 Itoumelian troops are inarching to Sofia to assist the Bulgarians. Ron mania is protesting against the fortification of Widdin, this being regarded as a breach of the Berlin Treaty, which stipulated thatall fortresses m Bulgaria should be destroyed. The Roumanian Government have also advanced a claim to Silistria, a Bulgarian frontier town. ' 1: (reuter's telegrams.) Sofia, Nov. 17. Despatches froth the .Western Frontier districts annuounce that the Servian forces are advancing upon this city. Prince Alexander has received from the Sultan a reply to his request for aid. The Porte H 'in the despatch declines to assist Bulgaria, and points out that Prince 'Alexanders-v iolation of the treaty of Berib has encouraged the Servians to invade Bulgaria. Berlin, Noy. .17. Advices from the Servian army m Bulgaria state that the troops have gained a number of victories over the Bulgarians. Yesterday the forces of the Bulgarians were totally routed and the town of *Trd* taken. In the north western frontier an engagement was fought. Three of the Bulgarian , volunteer battalions, stationed on the Timok, yielded. A battle also took place yesterday at a point between Koula and Widdin, the Bulgarian? Being defeated with great loss. Upwards of one thousand prisoners were | taken by the Servians. .
