THE NORTH ISLAND RAILWAY LOAN.

The following is the opinion of Captairi Bussell, M.H.R., on the million loan for the -Northern Trunk Line question, and as to what he understood would be the effect ot his motion to reduce the estimate by £500.000. He telegraphs as follows :■ — " Hastings, Tuesday. — Rt> Voxel's telegrams : So far from understanding my motion meant the taking of the North Island Trunk Loan for general purposes. I have a distinct recollection of. suggesting to Major Atkinson $he possibility Of Minister's tryinsr to make use of it during the recess, and the advisability of endeavoring to pass a resolution prohibiting such being done. He replied to the effect that there were ample funds available tor all works -authorised, and ho felt sure no Government would act so directly against the wisheg of the House, and therefore it would be unnecessary. — W. R. Russel."
