(age specials.) (special to united press association.) London, Oct. 25. No decision has yet been arrived at with regard to the proposad reductions ;in the rates on press messages. They will take effect m January next, but a condition wiir be imposed that such messages will be subject to delay whenever there is a pressure of public business. Oct. 29. The Marquis of Salisbury has intimated his objection to the proposal of the Porte that at the projected' second Conference of Representatives of the Great Powers relating to the Eastern difficulty, the discussion should still be exclusively confined to the Rouinelian question. Lord Salisbury insists • that there shall be free discussion at the Conference. . . Nov. 1. It is stated to be most improbable that the Prince of Wales will visit Australia at the present juncture. With reference to the approaching general election, the Liberals anticipate the return of a majority of fully forty members over the Tory and Parnellite parties combined. Nor. 2. Mr Gladstone will leave London for Midlothian to-morrow, with the view of entering actively upon his electioneering campaign.
