(special to united press association.) London, Sept. 23. ißoumelia, Greece, and Servia are mobilising. The latter country will probably occupy Macedonia. Sept. 24. The Austrian Government are willing 1 that Turkey should repress the revolt m Roumelia. A feeling of indecision -prevails m Stiunboul, regarding the Roumelian difficulty. -A skirmish has already taken place on the frontier, whereby the rebels were- prevented from destroying a bridge. The Czar has forbidden any of his subjects to enlist as volunteers, and has also ordered ull Russian officers, at present m the service of Bulgaria, to resign their commands forthwith. England advises the Porte to endeavour to amicably arrange the matter.
