A telegraphic despatch from the Secretary of State for tlie Colonies, to the f4ovcrnor of Victoria, dated Aug. 16th. lias been made public. In his message, Colonel Stanley announces that if the colonies jointly guarantee a payment of i' 15,000 annually, the Imperial Government will proclaim the Queen's sovereijjnity over New Guinea and will give 'a suitable shiu, valued at, .£IB,OOO, m order to carry out Jthe government of the country.
