He first proposes to visit various places on the coast for the purpose of establishing stations from which to ad- "• minister the Government. He afterwards intends putting himself m com. munication, with the Natives at Port .Moresby and South Cape. He also proposes tohave a steamer costing £lß,ooo, a" schoouer, and a whaleboat, but does not intend erecting any buildings at present. He suggests that the preliminary outlay shall be met with -a loan of .£20,000, without interest, by the Australian Governments. He. points out that £20,000 a year will be required .to meet the expenses of Government, He proposes tooropay the loan when the financial condition of the new territory admits it: Mr .
