Melbourne, July 28. • A taemoranduni of the" estimated cost to the Government of the Bnfci3h territory m New Guinea has been submitted to the consideration of the Australasian. Governments by Scratchley, who indicates a scheme which; ho proposes to carry but on "his arrival m .New Guinea. He first proposes to visit various places on the coast for the purpose of establishing stations from which to ad- "• minister the Government. He afterwards intends putting himself m com. munication, with the Natives at Port .Moresby and South Cape. He also proposes tohave a steamer costing £lß,ooo, a" schoouer, and a whaleboat, but does not intend erecting any buildings at present. He suggests that the preliminary outlay shall be met with -a loan of .£20,000, without interest, by the Australian Governments. He. points out that £20,000 a year will be required .to meet the expenses of Government, He proposes tooropay the loan when the financial condition of the new territory admits it: Mr . Service has .informed General Scratchley that until the Imperial Government indicate the proportion of expenditure on. the now: territory they are . willing to bear,, he cannot commit the: Colony to incurring any expenditure beyond its share-. of the £15,000 a year already agreed- upon. -He \vill not ; corii . sider the proposed capital fund, until' 1 ' he has been communicated with by tfie Home Government.. - - . - '-. '' Petitions m favor of the new licensing .Bill are being numerously signed. Notwithstanding the uhsatisfactbry termination of the tour of the last Australian Eleven m England, it is very '■'.. probable another will be sent Home .under- -the auspices of . the Melbourne Cricket Club, who have been invited .by the leading English cricketers to send a" team Home. The mily member of the previous team who will go will probably bo Spoffovth. The team will probably include Horan, Truinbie, Worall, Bi^uce! McShane, and Walters.
