GENERAL HAZEN.
General Hazen, an officer m the United States . Army K , who -was gent abroad 'to . r watch the Russb-THrkish war, and was for gome time with General Skobeleff, says that Russia has been preparing for war with "England for years past, and that the question incessantly addressed* to him by Bussian officers was : " How do our soldiers compare with the British ?" He entertains a high opinion of the British forces. He considers them, the finest ;soldiers m the world:' and regards the reserves as composed of the best materials, although the Germans and Austrians inav be better machines perhaps. General Hazeji does not. believe that there would be any trouble with Ireland m the event of a war, for tlie Irish are so fond of fighting that he feels certain England would receive all the support she requires from the people of that pugnacious island.
