One seventh pirt of the land surface o£ the earth, and oue-twenty-eighth part of its whole area constitute the dominions of the Czar of All the Russians, More than 100,000,000 psople cull him f atberj and are under his absolute government. In Russia a child is born on the average every eight seconds throughout the year, an:l a death occurs every elevsn seconds. At tlio prcj&nt rate of increass tho population will double m about sixty years. Bnfc llitssi'a is very far behind most : civilised nations m- the cave of children and m the preservation °£ h'fo. Statistics show that sixty per cent of: all the -children die under the age of five •years. The average duration of life m Bnssia is only twenty-six years, which is much below the average m the Western countries of JSnrope and m the United States.
