The Indian Government submitted to Earl Kimberley, Secretary for India, a proposal to raise a regiment Qf native troops to be officered wholly by native chief s and princes. Colonel Patrick Stewart and the engineer officers who accompanied him to Herat reported the result of their inspection on May 26. The place however, could be made impregnable, owing to its natural position, by the erection of a n<?w series of foils, equipped with modern artillery. .
