FRANCE AND CHINA
(by electric telegraph — copyrigth.) (reuter's telegrams.) Parts, April 3. It is announced that General Boulanger, at present French commander m Tunis, has been appointed to the supreme command of the forces m Tonquin, and he will leave shortly for that country. M. de Preycinet has been unsuccessful m his endeavors to form a Ministry. April 4. It is considered doubtful if China will accept the terms of peace proposed by M. Ferry, as the recent negotiations for a peaceful settlement commenced by M. Patenotre, the French Minister m China were of an entirely informal character.
