SIR JULIUS YOGEL AT .DUNEDIN, (UNTTBD *RESS ASSOCIATION.) Dunedin, March 30. Sir Julius Yogel addressed an audience of two thousand persons m the Garrison Hall to-night, the Mayor m the chair. He dealt first vrith the subject of defences, and expressed his own opinion that there would not be war, as the readiness shown by England to fight was the best guarantee that she should not be asked to fight. He detailed the measures already known to have been taken by the Government m the emergency. He next dealt with the question of cheap money, meeting the objections made to the scheme he proposed m Christchurch. He then went fully into the local government question, showing the plans of the Government m regard to it. Road districts are' proposed to be gradually merged into counties, and finance provided for by subsidies from the Government on a sliding scale on the assessments. . The export duty on gold is to be done away with, but goldfields counties are to have the power of levying a royalty on gold productions of companies. One or more cdmpanids are to have the power to make district railways on payment of half the cost, the other I hall to be borne by the Government. The proposals, he said, were not of a revolutionary character, but would, he believed, meet the case fully. He then referred to the improved condition of business affairs m Dunedin, and sat down amidst loud applause. A numbor of questions were asked, and Mr George Bell proposed a vote of thanks, which was carried unanimously. . The Colonial Secretary's Bill dealing with the reconstitntion of the Legislative Council simply limits the time for which members are nominated. The Bill will be introduced into Council early m the session but the term to which the seat is limited, has not yet, been decided by j Government.
