Tne Committee of the Chamber ot Deputies have approved of recidivistes being chiefly relegated to Cayenne and New Caledonia, and those possessing money or having a trade elsewhere. In the Chamber of Deputies, M. Waldeck Rousseau stated that the worst type of recidivistes would be sent to Cayenne. Lieutenant William B. Fisher and Geddings, one of the crew of H.M.S. Miranda, have been awarded the Humane Society's medals for gallantry at Sydney. Sir Julius Benedict, the eminent musical composer, is dying. It is rumored that Prince Bismarck and M.
