SEMI-MILITARY SETTLE MENTS.
Br telegraph we learn that the Hon. Mr Ballance has m hand a serai- military settlement scheme m connection with the Aimed Constabulary. For some time past the Government have been aware that when reductions are made m the fore* 1 those discharged generally jrake their way over to the neighbouring colonies. It is the intention of the , Government to allow the men to '
lake up small settlements of, say, 100 acres on easy terms under the deferI red payment system. The settlements are to bo on the West Coast, and along the route of the Northern Main Trunk Railway, and iv each case' to be m close contiguity to public works. The men taking up sections are to <$et a certain. quantity of rations, for which some slight duty will be expected m return. By this means the Government hope to prevent the wen leaving the colony, and also 1o have m the native districts settlers who have b«;en thoroughly drilled, and who would lie able to protect themselves m case of any rising of natives. They also consider that the . force under these conditions could be reduced without affecting its usefulness. Regulations for this scheme will lie gazetted | shortly. Mr Ballunce hope* before lon^ to extend the system to the civil force.
