Borough Council.

LAST NIGHT.

The fortnightly meeting was held last evening. Present : — Messrs Linton (Mayor), Larcoinb, Hawkins, T. Kiug, Wylds, Abrahams, J. King, and Bentley. The Minutes of last meeting were duly confirmed. CORRESPONDENCE. From Treasury, Wellington, intimat- ' ing that :£1 fines had been paid to Borough Fund account. . I From Town Clerk, Wanganui, notify- I ing meeting of Hospital delegates at 2 ' p.m. on 11th Feb. From Mr George Carter, applying tor permission to carry on the manufacture of soap upon section No. 621, Mainstreet East, enclosing list of signatures oi residents adjoining who did not object. From Mr J. Milverton, relative to timber m Boundary Road dram causing water to flow upon his land requesting the council to remove same otherwise he would take proceedings. From Messrs J. Milverton and J. Carroll concerning flood water being brought, down the Boundary Road through obstruction to drainage causing damage to their land and crops, and threatening legal proceedings if the matter not remedied. . .. Referred to Public Works Committee for report to next meeting. i From Secretary Manawatu Road j Board forwarding claim of £1 5s half • cost of repairs to the approaches of the Fitzherbert Bridge during the late flood. Resolved— That Town Clerk furnish I the Borough account for maintenance of bridge and matter deferred to be further dealt with. From proprietor" of Manawatu Times suggesting the adoption of a new plan for the council's division. pf r jthe advertising between the two local papers and en- . closing his proposed rates for advertising. From Mr J. Jessop informing the council that Mr McEwen. had sufficiently recovered not to requirehis (Mr Jessop's) further attention, but that McEwen was weak m the intellect. Also enclosing account for £7 19s 6d. Resolved — That account be paid and Mr Jessop's services be dispensed with. Re Mr Carter's application. Cr J. King, thought that property owners m the immediate locality of the intended soap works should have signed the application. He objected on behalf of Messrs J. Nathan & Co. There were no concrete drains here and there would be the percolation of matter on sandy soil which would be offensive. The Mayor considered that although the council had no wish to introduce a j nuisanse they should not prevent the introduction of any local enterprise. Cr T. King thought that if the request were granted the council would sanction any nuisance that might arise. Cr Abraham's said that the applicant must get the permission of the Council before commencing business. Cr Hawkins believed' that if the proposed manufactory was to be like the breweries which were an intolerable nuisance it would be better to allow the applicant to do the matter at his own risk.

The Mayor said the Council should be chary about refusing these kind of applications. If we were to prosper as a community we must give encouragement to industries, He did not think the factory would be any worse than any m Wellington. These factories m Melbourne and the other big cities of Australia were m the heart of the population without any objection. Cr Bentley thought a more suitable locality might be chosen further from the town. Cr T. King understood that the factory was to be erected next to the Gospel Hall. In that place cleanliness' should be next to Godliness. I Proposed by Cr Hawkins seconded by Cr Bentley— That the application be considered at the next meeting. In the meantime that the opinion of the Borough Solicitor be taken as to whether it consent of Council granted it, would prevent the Council m the future from -insisting on the removal of the nuisance should it be found necessary. Carried. KtR SMITH'S APPLICATION RE ADVERTISING. Cr J.King said that if the Stnndard had had the same amount of advertising as the Times the application would be just. Cr Hawkins could not consent to the application unless the Standard agreed to the proposed terms. Cr Abrahams said that there was a resolution that the advertising should be given to each paper every alternate quarter.Crs Bentley, Abrahams, and Larcomb thought it would be advisable sometimes to advertise m both papers. * Matter referred to the Finance -Committe to report next meeting. FOREMAN OP WORKS. The Foreman reported that the day-, men had cut and gathered m the' hay from the Square. About 13 chains of metal had beau put upon Cuba-street;. The wiljpws had been removed from tlie Kawau creek and some them being very difficult to remove, Li » ton's stump extractor had to be used for the purpose, The removal of tho willow had- given an outlet for the water on the Foxton Line. He thought that if the creek were cleaned out from the mouth of the lagoon up the Boundary road it would beneu't the town and all the settlers on Foxton and Rangitikei Lines. Had started work ou Rangitikei road, making the water tables. The daymen had been employed on road reparations various minor works Borough, particularly at Church-street, College-street, Grey-street, and the Pound -: •' • INSPECTOR OP NUISANCES. The Inspector reported that he had visited most of the premises m and about the town. Several nuisances which he had complained about had not been abated by the persons to whom he had given notice. There was a great nuisance existing m Main-street drain through Mr Wai kley placing pipeß from Ms : cesspool across Main-street into this open drain and m dry weather the stench was very bad. Had notified Mr Walkley about it who had dope nothing to remedy the matter. PUBLIC WORKS COMMITTEE. The following minutes of a meeting of the Committee held 30th January, were read— Present, Crs. L. G. West, (chairman) E. Larcomb, R. Hutchison: Mr Armstrong, the engiueer of the Manawatu Road Board was preseut, and the matter of dealing with the flood water of (he Kawau stream was considered. Resolved that it be recommended to the Council, that it be proposed to the Highway Board that the draiu m the Foxton Road be continued to the Kawau, and thence to the Borough Boundary, a distance of about 20 chains. The Road Board to bi-ar § and tho Borough Council £ of the cost. Resolved that it be recommended to the Council that tho offei of Mr Jamieson to pay § of the cost of clearing 8 chains of the Kawau through his land be accepted. • Resolved that the Town Clerk instruct the Borough Solicitor to frame a byelaw to fix cab-stands and cart-stands m Main-street within the Square— any regulations preventing carts or cabs standing m the streets— to bo extended as the Council may direct. Report was adopted excepting the recommendation regardsng tho Kawau streanV. which wap deferred, " ' ' ' "

POUNDKBEPER. The poundkeeper reported that thert had been impounded during January 154 itead (horses and cattle, &c.,) represent* ing fees amounting to ill 6s lOd. GENERAL. Cr Hawkins said that the final report re loan scheme would be ready by next meeting. Cr Hawkins presented a petition from Mr Gatton and others requesting the for« mation of Botanical Road to the town boundary. Cr Larcomb said that the Public Works Committee were considering the formation of a drain m the locality and it would be better to refer the subject to them. <l Referred to Public Works Committee.
