A Wellington correspondent of a Canterbury paper states : — " At present alternative cash and deferred payment settlers aro compelled to reside on their sections and effect certain improvements within a given time, whilst the adjoining cash purchaser, who obtained his section at a price very little, if anyr thing, m advanco of that paid by the deforred payment holdor, may let his section lie idle, do nothing m the way of improvement, and, simply holding for speculative purposes, reap the reward m the unearned increment procured for his holding by the industry of; his deferred payment neighbour. This, Mr Ballance, who is an advanced Liberal, especially m questions affecting land tenure, considers most unfair, and new! regulations shortly to be issued will place the tenure on a universal system so far as this class of land is concerned.
