Every publiclibrary maintained by rates will be entitled to share m the distribution according to its income from rates; and every public library maintained by subscriptions, and, ; yoluntaiy. con-' tributions "wUI be entitled to share according to its income from subscriptions, and voluntary contributions. The admission to libraries claiming must be free, riot being under control of an association, society, or club, whose membership is composed of a section of the community only.
