The speech from the Throne stated t^at the Houses had been summoned to further consider the question of representation of the people. The position of .officers m the Soudan of a painful uncertainty. Her Majesty warmly recognised the energy, courage and resource of General Gordon m the defence of Khartoum and that he was doing his best to promote the improvement of affairs. The Egyptian Government were supporting Her Majesty's advisers m the difficult financial position arising out of the failure of the Conference. Regret was expressed at the recent events on the Transvaal frontier and the speech announces that conjointly i with the Government of Cape .Colony, the Government will consider the best means to secure the faithful observance of the Transvaal convention. The Franchise Bill is the only measure m the Con\ention which is promised by the speech. Pac.is v Oct. 23. Cholera has made its appearance at Eyport, a town near Rouen.
