LAST NIGHT'S MEETING.
Present : The Mayor, , Crs Haw- | kius, Gatton, Abrahams, Wood, Larcomb, Mauson, Goorge, and Wiay. As this was a special mooting, the minutes of iornier meeting were not read. COHREBPONDENOE. ' Letter read from Mr A. Young, Wellington, asking to have street through his proporty.situated between Main-street and Cuba-street, forme ." and metalled under the supervision of the Council, he undertaking to de^ fray the whole cost whenever called upon to do so. | Matter referred to the Public Works Committee, with power to act. j DOMAIN-STREET. :<( i A question arose as to the inciden-j tal expenses m connection, with thej proclamation of Domain-afreet a pub-' lie street. .Some of the Grs thought', the street should be placed m good] repair before being taken over. In reply to Cr George the Mayor explained that the street ran from Main-street tojOuba-street, near, the old Palmerston Hotel. . Cr Lai comb said that 20 or 30 loads of metal would be required ;to fill up the holes and ruts, some of which were of considerable depth. Cr Hawkins explained the risk of ; taking over a street with dangerous holes m it, by which an accident might be caused, and entail an action for damages against the Council. He isaw the street some five weeks ago, when there were boles m it deep enough to drowna child, if assistance were not at hand. The Mayor explained the history pf the said street, which had been made under the supervision of the Council, and along which there was as much traffic as any small street m the town. As regards its- present condition he did not believe it was much worse than somo other streets m town. ' Cr George moved, and Cr Hawkins seconded, That the consideration of the petition be held over until next meeting and that the matter be reported upon by the Public Works Committee, and an estimate of the cost of repair be furnished. , Tbe Mayor suggested that the residents be requested to put the street, m ordei*, so that the matter can be dealt with at the next meeting of the Council, which would show the petitioners that the Council did not wish i to retard their wishes being given effect to. ! BOBOTJGH CESSPIT. Keport read by Cr Lai comb re. commending the deodorization of the night-soil by meansjof the use of Calvert's Carbolic Acid No. 5. He did not see that the situation could be removed, as wherever it was placed a nuisance to the neighbourhood must necessarily be caused. He also suggested an alternative method, by means of a dose fitting lid,with ventilator being taken up to an elevaiion to allow the germs to be carried away without iniury to the health of the population. Cr Hawkins thanked Cr Larcomb for his very practical suggestions on the subject, but owing to the utter impecuniosity of the Council nothing could be done except referring the report to the Public} Works Committee, to report on at some future time. Agreed to. Some of the Crs referred to the great nuisance which the cesspit was at present, also being dangerous to health. ■..-. ;i Me Carroll's proposition. Ct Abrahams moved m reference to Mr Carroll's offer.that the Borough Solicitor be. asked to give an opinion whether 1 the terms of Mr Carroll's offer could be legally accepted by the Council. Cr Larcomb said tenders had been opened by the Public Committee for the work.and one had' been accepted. Cr Hawkins said the action of the Committee seemed to him rather irregular and premature m accepting a tender on their own responsibility. • . The Mayor said the usual course was for the Public Works Committee to recommend that a certain tender be acoepted. Cr Hawkins suggested that Mr Carroll's letter, with the former resolution passed m reference to it, but nob yet confirmed, together with the resolution just moved by Cr Abrahams, all be referred to the Borough Solicitor, which would enable him to form an opinion on the matter at issue: :. The extract from the Public Works. Committee. report, was read, strongly recommending- that the work m question should be done, and that; tenders be.. called. for the work^ at once. Crt Wood seconded Cr Abrahams motion.. Cr Hawkins reiterated his suggestion that sending Or Abrahams' resolution by itself would not furnish the Borough Solicitor with the^neces sary information to enable him to form a professional opinion. It was asking him to work m the dark, so to speak, and get an opinion which the Council might have to pay two guineas for, which might be altogether unsatisfaotovy owing to the actual facts not having been submitted. The Mayor explained exactly what would be necessary to lay before the Borough Solicitor to enable him to arrive at» a correct opinion on the legal aspect of the question. Cr Gatton moved as an amendment that the words "year 1885I 1886" be inserted after the words "re Carroll's rates." The mover said otherwise the information turnished would be insufficient to afford the Borough Solicitor the requisite information. The interpolgtion was added to the motion, by consent of the mover and seconder. Cr Hawkins moved as a further amendment that all motions, extracts, and documonts m reference to Mr Carroll's application be furnished to the Borough Solicitor to enable him to obtain complete information on the subject . . ' • Thin amendment also" was embodied in 1 CK' Abrahams' /resolution 1 which 1 was put and carried, thfe Town Clerk to kend the necessary particulars to the Bowmgh Solicitors ' : "\; '" The Mayor explained that m sueh 1 cases a distinct guarantee was in-
variably obtained from the party advancing money against rates, so that the liability could Hot be repudiated at any future time. CHURCH-STREET. Or Hawkins asked had anything been done m the matter of the rdmoval of the fence m Church-street which was m a very dangerous state» The Mayor said owing to the illness of a member of the Domain Board no meeting of the Board-had since taken place, but the matter re* ferred to would be dealt with at iti first meeting. Or Wood observed; that-some of the Borough lamps had not been propetly lighted on recent occasions that came under his notice. ■.. * ; The Mayor said such should be reported to the Town Clerfc who would deduct the amount from , the sums due to the contractor tor street light* ing.. ' ■• •■ '• '■■■.: i. Cr Hawkins said Cr West had asked- him to request - that 1 certain matters which he (Cr West) had intended bringing forward* might be postponed, as he was absent from the town. He believed ■ one of; those matters was m reference to the present system of lighting the Borough* ; MISCELLANEOUS. '• ' The condition of Cook-street to Park^street was referred to, as a matter which should receive the, attention of the Council, but no action was taken therein. Cr Hawkins also suggested that something' be done to. improve the present slate of Botanical Road and College-street West. There being no other business the Council adjourned till Wednesday, September 3, the Mayor stating that , would be the last meeting of the present Council, and that nominations for new Councillori would -be re« ceived on September 4.
