PANIC AT FOOCHOO. • fSvmal to the Standard J [by cable.] Hongkong, August 1. No confirmation has yet transpired of the report that an agreement has been come to between France and China. Last news from Foochoo states that considerable alarm prevails here owing to the fear that the French fleet intend to bombard the town. All the English ladies and children have embarked on board vessels m port and most of the foreign residents are leaving. A detachment of marines, from the British man-of-war has been landed to afford protection to the English residents m case of necessity.
