LAST NIGHT'S MEETING.
Present : The Mayor, Crs. Stratford, LareomU, Wray, Abrahams, West, "Wood, Sutton, Gatton, Goorge, Manson, Henderson, and Hawkins. AH the newly elected Cra signed the usual declaration. Irne"Tmmrnesr~onflre1 rne"Tmmrnesr~onflre :^previoiTsrorar-~ nary and special meeting were read and confirmed. CORRESPONDENCE. From the District Engineer, re the side door at goods shed. Attended to. I From the District Manager giving permission to place fire bell on water tank. From Mr W. W. Johnston, re reserving lands from alienation at sources of Tiritea stream. Reports. Overseer reported metalling m progress m various streets and several culverts about to be attended to. He found the work to be done could not be overtaken by present staff of workmen.. Report received. . Inspector of Nuisances. The report said that some nuisances complained of had not been abated, but that he would certainly go for those neglecting to remove the causes of complaint. POUNDKEEPER The report showed that during May the net amount paid to the Borough on account of pound fees had been L 3 2s and during June L 4 13s 6d. General Business. Roadmen's wages for month of Mayas read were formally passed for payment, having previously been disbursed. Ordinary accounts for month j of June passed for payment, the Mayor remarking that they would be paid as the money came m. It was explained, m answer to Or Hawkins, that the amount of L 7 odd to Mr J. Linton, was .for commission on sale of debentures to Wellington Trusf, and Loan Company. Eventually the amount was struck out, being informal. Cr West. reported that the fire bell was m position, the cost of fixing being about L 3 11s 6d;or a total cost, bell inoluded, of a little over LlO. Cr Larcomb thought a few loads of gravel should, be laid down. Cr Wray suggested calling tenders for supply of gravel for the Borough. The Mayor said carting gravel would greatly injure the streets during wet weather. Cr Larcomb suggested oalling for tenders for use of horse and dray at per day to be called upon when required. Cr Hawkins spoke ia the question of re-appointing the various committees as before, m consequence of the division of the Borough into wards, and the Crs not knowing the financial position of the Council, and being new to the duties now- assigned to them. Cr Sutton asked if the doors of the drill hall opened outwards as a means of egress m case of (ire; and if licenses were demanded of book-hawkers and other puddlars. Cr West referred to the feature of larrikinism at Salvation . Army meetings, and also rowdyism at public meetings. . The Councillors thought the matter was one more for the police to deal with. The Mayor did not think the Skeleton Army caused any more dis tuibarice than the Salvation Army, as there never had been any breach of the peace, or any conduct of a
specially objectionable character, while on Sunday afternoons, the peace of the neighijorhood was di«« turbed by tho noise of the Salvation Army proceedings when marching out. * Or Larcomh spoke of the dangerous condition of the covering of the waterways m a portion of Main-street. Cr Abrahams remarked the small amount received for impounding fees during the las two months. In answer to Or Gatton the Mayor said he Relieved the present Crs were m office until September next. Cr West moved and Cr Wood soconded — That a return be prepaied for next raeef-injr of the Council showing tho total amount of work done during the last fonr months m College-street West, also total number - of days 1 work done by horse and cart, and by the daymen during the same time on that work. Or Larcorab asked about the division of ward funds. The Mayor said at present there was no funds to divide. Originally a kind of division of expenditure had been initiatod, bnt the custom had fallen into disuse, and the funds had been kept m one general account. Several inquiries were made whether certain private streets named had been taken over by the Council. The Mayor gave the information that according to the Act certain formalities had to be conformed to which m tho cases instanced had not been done. The Mayor informed the Council that a large log which had attached itself to one pier of the bridge, would have to be removed, as the safety of the Bridge might be imperilled by its I remaining. Cr Sutton moved for a return of tho expense of metalling of Northstreet, as a criterion of the cost of 1 gravel per yard. The Mayor did not think North- ! street was a fair criterion. | .'At the suggestion of the Mayor, I Cemetery Road was included m the return. Cr Hawkins moved— That, all expenditure be borne out of the general ' Borough hind, irrespective of the feature of income from individual wards. Carried. Cr Henderson moved for a return of tho expenditure m each of the present wards, and the streets formed and metalled out of the LIO,OOO loan. [ Cr Abrahams seconded. The Mayor thought the required return might mean considerable labour j and expense. He thought it looked ; like a vote of censure on the former j councillors. . He would, however, undertake to supply the information required by next meeting. Motion withdrawn. Cr West explained that he only desired a general outline report m connection with the cost of Collecestreet West, and did not wish any expenditure entailed. Cr Hawkins moved—That during the Council's term of office the Uouncil meetlonco a fortnight, ou same evening in' the week as at, present and at same time and place. The Mayor explained that the alternate meeting could be con-rstdd^d-ar-specmi- afT-fliere ' was a minute m existence that the Council meet monthly. The Mayor said that a quorum would now consist of six councillors with the Mayor. Petition presented, requesting reopening of Kangitikei-street from railway station. The Mayor said that on the original plan of the town the part of the street m question did not exist, and had been constructed m error, the contractor not having been paid for it The petition would be brought up and dealt with at next Council meeting. Cr West said the snm of LSO would be forthcoming by the petitioners towards the necessary outlay when required. He also gave details of the work intended to be done. was given by Cr Hawkins ota motion to , re-form the various: - committees as formerly m existeiieer^ The Council then adjourned.
