THE VICTORIAN PARLIAMENT.
By cable wo learn that the Victorian Parliament was opened on Monday by His Excellency km William Stawell. In his speech on the occasion the Acting-Governor, rffter recording the universal regret which was felt at the death of Prince Lkol>6ia>, referred at length to the recent Intercolonial Convention, and recapitulated the various matters which came under discussion. The Speech announced that the minutes otfproceedings at the Con vein ion would bo laid before Parliament, and stated with reference to the Recidiviste quesiion that if, unfortunately, the protests of the Convention, the diplomatic action of the Impenal Government, and the unceasing 1 exertions of His Excellency's advisers should ■prove ineffectual, his advisers would be prepared to take steps such as : . the" 'threatened danger might necessitate, and m this view it wa^ proposed to to constitute a counsel of defence. The speech expressed gratification at = j the success of the Intercolonial Ex-' lubitiou latoly hold at Calcutta. It referred to the abundant harvest, and affirmed the prosperous condition of the colony at the present time. Bills were announced for the amendment of the Land -Laws, for the further extension: of tlie i-jiiiway sy.stpm r <foi' th& amendment of the laws relating to banking, and for the constitution ot a metropolitan board of works for the City of Melbourne.
