BOROUGH COUNCIL.
The special annual moeting of the Palmerston Borough Council was held last evening. Present — His Worship the Mayor, Ci\s Mow) em, Walker, Leary, and King. The minutes of the previous meeting were read and confirmed. Correspondence. From Mr W, W. Johnston, re sections belonging to the Wellington College Reserve, but which the Council desired to get for a hospital site. The Mayor explained'that they bad been endeavouring to get these sections for the last two years, but from Mr Johnston's reply it would appear that all their trouble had been of. no avail. Prom Mr J. P. Leaiy, Chairman of Licensing Committee, re Clerk's salary, asking the Council to grant £10 for the Clerk's services for twelvemonths. A resolution was passed giving effect to this request. From Government, stating that the division of the Borough into Wards: had been gazetted. From T. R. Walton, Secretary of the Racing Club, asking permission to charge for admission to that portion of the Reserve used as a race course. Permission granted. From G. W. Russell, ren nuisance complained of with regard lo dancing m the Hall, &c,, stating that he had taken steps to prevent its recur rence. From Colonial Secretary, re Charitable Aid, and that a voucher had been made out for £13 19s 9d. From Messrs Izard and Bell, on behalf of Wellington Trust Loan and
Investment Society, >c taking up of Borough debentures. From James Carroll, applying for a license for the drillshed, which would l>e used for dancing, concerts, public gatherings, &c. Licence granted on the condition that the requirements of the bye-laws were carried out. The Town Cleric to inspect the buikliug. Prom same, re drain. The drain to be seen to as noon as the Borough roadmen could atteuil to From Railway Depaitment, re drain m Main-street "West, and objecting to pay the wholft cost of cleaning it out, but would pay half. It was agreed, (hat the Council would pay the other half. Advertising. Some little discussion took place on this subject ou account of a letter received from the Standard office, re the difference m the prices charged by the two offices, and requesting to be plueed on the same footing as the Time*, viz., 8s for Ihe first insertion and 2s for subsequent insertions, (he Standard's original offer to the Council, viz., 3s for first and Is 6d for subsequent insertion*, which, had not been increased. Cr Leary thought the extra Gd per iuch would not amount to much, and they con d notjdictate the price to be charged by the Times as had beeu .suggested. Crs Mowlem and King expressed themselves to ihe same effect. Cr Walker thought that it was an absurdity to j>asa a resolution giving each paper the advertising alternatively without knowing that such a difference existed, or regardless of the prices charged. It was ultimately decided that this matter should be pointed out to the proprietor of the Times, with a view to the same price being charged. General Bate* A general rate of Is m the £ was struck, and a Library rate of Id, the whole sum to be payable on the 19th inst. A previous resolution was amended to the effect that the poundkeeper should receive 5s for all cattle impounded from outside the borough. The Auditors' report and balancesheet was"read and received. All ordinary business, including the passing of accounts, and the receiving of a petition from residents on the north side of the Square, re street, was adjourned till next Tuesday, at 7 p.m.
