Manawatu Standard (PUBLISHED DAILY.) Suivant la verite. SATURDAY, JANUARY 12, 1884. THE BOROUGH LOAN.
Our readers must remember that on Monday next the poll of the ratepayers will be taken, to decide whether the proposals for the Borough Loan shall be adopted, or otherwise. It is to be hoped the ratepayers will be unanimous on this point. An effort has been made to import various elements of strife into the question, with some object or other m view which at present is not very clear, unlesß it be simply to embarass those who have worked very energetically m the interests of the Borough to secure the succesß of the Loan. We do' not believe the ratepayers will allow themselves to be influenced against their own better judgment. The whole : matter has been fully discussed m the Council Chamber, m the. columns of > the Press, at a public meeting convened for the purpose, and no doubt privately by the great bulk of the ratepayers. No doubt also all Will by this time have, made up their minds on the subject, so that anything that might now be said would not avail much m inducing then) to alter the opinions already arrived at. One thing is very certain, which is that should- the Loan proposals be vetoed by the. poll of the ratepayers, it will be a very unfortunate issue for the Borough. That a special rate "will have to be imposed m any case is beyond a doubt j and if the Loan proposals are not adopted there will be an end to tho further prosecution of public works m the. Borough, whilst at the same time the tax-payers' burthens will be very much- heavier. The ratepayers have been looking forward for some considerable time to the commencement of necessary works m the Borough, such as drainage, sewerage, water-works, street formation, &c.,- ! &o.' All these will depend on the Loan being floated. If the proposals are not; adopted, nofre of these works can be even begun; and'indispehsable as they are to the health and comfort of the inhabitants, and much as the town is suffering- aud must suffer because of want of drainage and absence of water-supply, with the other etceteras that the Loan would provide, if the ratepayers decline to adopt the proposal, thingi must continue as heretofore. On the ratepayers, therefore, the whole issue depends. Wh assure them if they allow themselves to be. deceived by false issues on this important question they will bitterly repent it, and they will onlyhave' themselves and those by whose fallacious reasoning they have suffered, their judgment to be| warped, to thank for the lack of progress and the. , con-, tinuation of depression which will be the outcome of the adverse vote, if such, unfortunate! y,is the result of the poll. We Would urge them to carefully consider the matter m all its, aspects and seriously reflect what important issues are left at their disposal. We trust the ratepayers will recognize the full merits of tho question, and will not allow themselves to be deceived m regard to it. We assert that on the success of jjje I^oan depends to a great extent the future prosperity of the . Borough; and on the oihor hand, should the pioposiils riot be adopted, the result cannot be otherwise thai) damaging to the prospects of the Borough, m every respect, both as regards the present and future.
