The Sultan has reappointed Prince Alike to the Government of Roumania. It is reported that H.M.S. Pelican has been ordered to prepare for service on the Australian Station. The French troops on entering Soutay found eight headless bodies of Turbos, and thereupon refused all quarter to the Chinese, who lost very heavily. H.M. '. Tourmaline, 12 guns, has replaced the Dryad on the Madagascar station. General Skobeloffs plan for the ■Russian invasion x>f India has been published. The Rev. Sydney Linton, of Norwich, has been appointed Bishop of Riverina, and will sail about April. Mr Speight, the new chairman of the .Victorian Uaihyay Board,, has, prior to r fiis departure^ been entertained at a banquet by 300 gentlemen, among whom were Lord Derby, Sir Veiuori Harcourt, and Mr MurraySmith. Highly eulogistic speeches were made 1 , and the guest of tho evening was presented with a purse of 2000 guineas and a dessert service worth 800 guineas. The Hon. F. T. Freylinghuysen, United States Secretary of State and Minister of Foreign Affairs, argues that England's admission of America's protection, of the Panama Railway justifies the American Government m insisting also on a right of protection of the Panama Canal, but it is ! noV at alt desired to prevent England's having free access to either the Pacific or Atlantic.
