♦ . French Negotiations. Departure, of Reinforcements(by electric, telegraph.— copyright.) (reuter's telegrams ) I London, December 24. The Marquis Tseng has returned to London. The negotiations for a settlement of the Tonquin difficulty are .still proceeding, and no rupture has occurred between the French and Chinese Governments. Paris, Dec. 23. General Mcl lot t, with the reinforcements under his command, sailed to-day for Tonquin.
