France Chinese negotiations for the settlement of .the difficulty m Annam are still proceeding, no agreement having as yet been arrived at. The Chinese Ambassador, now proposes that France should annex that part of the Empire of Annam to the southward of the red river (the Songkbi) leaving the remainder to China. The French Government is urging as a countec claim their right to the whole Delta of Songkoi either northward or southward, of the river.
