The Marquis Tseng, Chinese Ambasdor at Paris, has. been requested by the French Government to explain the t.ntry of Chinese troops into Tonqum. In toe event of the anpwer proving unsatisfactory they will be expelled. China will ask England to mediate m the matter. Sir Heury Bar tie Fierre, m an article m the National Review, advocates that, pending the attainment of colonial representation m the Imperial Parliament, the Ageuts-Geaeral of the various colonies should form a Council of Advice to the Imperial Cabinet. He also speaks highly of the Agents' Pacific despata 1 !. The Pall Mall Gazette says that if France seizes i the New Hebrides, Mr Gladstone will ' find it difficult to resist the pressure of the Australian colonies for a far wider annexation than any yet contemplated. Severe storms have beeu experienced at Newfoundland, and it is feared that a large number of lives and a considerable amount of property has been lost, as thirty vessels are reported as missing. The Viceroy of Southern China has positively asserted that China will not give her sanction to the treaty entered into with France by Heiptuna, the Pretender, after the flight of the King of of Annam from Hue, and he further considers that if France fails to satisfactorily arrange matters war must ensue.. A large quantity of bullion, and other munitions necessary for tbe' pur pose of carrying on war are being sent to Can-, ton. The Chinese Press show a war- 1 like attitude, and urge that the opera* tions and advances of the French must ba checked. Chinese seamen serving on board .French vessels are deserting m large numbers.
