THE OUTKAGE ON ENGLISH OFFICERS.

[special to melboubitb agk.] * Lonpcw, July 11. Excitement was created m the House of Commons tonight, when the Premier announced that the French Admiral at Madagascar had adopted a line of policy which threatened to disturb relations existing between England and Prance. In the course of his remarks, Mr Gladstone stated that Pierrt, the French commander m Madagascar, had arrested the secretary of Mr Paokenham, British Consul at Tamatave, the UsUnamed gentleman being ill at the time. In defiance of the international rights of Consuls, and ignoring the serious illness of Mr Packenham, the French authorities peremptorily ordered that gentleman to withdraw from Madagascar within 24 hours. Before this arbitrary order could be carried oat, however, 'Packenham died from hia illness, and the French authorities invited the captain and officers of the British man^o'-war -Dryad, at present lying off Tamatave, to attend the funeral, The invitation was accepted,but through some ruse, at present unexplained, the officers referred to were forcibly detsined on shore by the French authorities. The captain of the Dryad formally protested agatust the course adopted by the French, the French commander, however, disregarded the appeal of the captain, and ordered that all flags flying at the offices of the, foreign Consulates should be hauled down. He also issued instructions foe the arrest of Mr Shaw, a British missionary, on the ground that the latter hid been communicating with the Malagasies. When asked to release the British prisoners, the French comman* der replied that he had acted strictly within the limits of international law; and that he was prepared to allow that law to take its course. The London papers are unanimous; m condemning the action of the French* commander at Madagascar, and insist upon the English Government demand^ ing from France a complete disavowal of the action of Admiral Pie.rr§. * ' '
