The following is the text o Mr Mokt« gomert's uotice of motion set down for discussion m the House to-morrow : — '♦ That the wrisfcing system of central ervernment has failed to realise the results anticipated, and that the promises and ongai/emenfs rmde at the time of abolition of the provinces have not been fulfilled. That, m consequence of this centraliz'njr policy, much discontent prnvails throughout New Zealand. That, to insure economy and efficiency m the administration of local affairs, it is necessary that all such local affairs, including public works, should be with* drawn from the control of the central government, and vested m local governing bodies elected by districts having flnmmuni.ty of interests."
