A.Bill to amend the Stamp Act, 1882 (Sir George Grey:),— I'his is a Bill intended to relieve charitable institutions of paying legacy- daty) upon, bequests maJe to them by will. ; ■ - : The Constitution Amendment Bill (Sir George Grey) contains three clauses, the second of which embodies .the whole of its purport and intention^ "the General Assembly of New Zealand shall, henceforth .consist .of the Governor and the House of Representatives." ,The third and last clause reserves the BilMor the signification of Her Majesty's pleasnre, and provides i at it shall not take effect until proclaimed by the Governor m the G^z-ittef ••; - ■ > : ■ : • v5 ; '-Thb Act. ._lßS3,(3ir George Grey), provides that m all cases where an oath or affidavit is required to be taken, the following shall (sic) be snbstitutedHn lieu thereof : — I do truly affirm and declare, that, &c.' ; The same penalties, &c >; for the .neglect, or.ren fusai, or false taking of an^ath to ap- | ply to to the neglect, refusal , or false making of this affirmation. The word (l shall" will probable have to he altered to "may be," or otherwise the Bill seems; not only to provide a substitute, for an) oath, but to abolish the taking of an oath altogether. Instead, m fact, of an affirmation being permissive it becomes obligatory. 't The Eight Hours Act, 1883 (Mr i. W. Green), says that . " Eight hours shall constitute a legal day's work, and 1 forty-eight boms a legal week's work.
