Tse Southland Times has the following :— •' As a proof of the value of the deferred-payment system as an aid m the work of settlement m New Zealand, we find on investigation that about 800 deferrecUpayment settlers are located m Southland, west of the Mataaro River. Of this number, about 170 havfe be* come freeholders by complying with the condi'ions of settlement. Six hundred and thirty are at present fulfilling the residence and other conditions attached to the license to occupy. About S per cent, only fail to fulfil the .conditions of residence and forfeit the right toocuupy. The result nmnt be deemed very i atisfactoiy, and should induce the Waste Lands Board to encourage m every 1 way Iqnajide applications tor deferred-pay-ments elections." \\
