rresent — urs Simlson, (m the chair) Leary, Ferguson, Walker, Mowlem, and Palmerson. MUNICIPAL LEGISLATION . From Waimate Town Cle"k, suggesting a certain amendment m the Municipal Corporations Act m reference to granting endowments of Crown Lands witbiu the area of Boroughs, the currying out of which proposal would require special leglislation. Cr Snelson refered at some length to the subject-matter of the letter, and stated that on a former occasion their member. Mr Waiter Johnston, bad promised to introduce an Act, embodying som'thiniJ of this kind, but for some cause or other had omitted to do so. Other Councillors spoke to the advisability of co-operating with the Waimate Council m the matter proponed. Finally it w is propose! by Cr Leary and seconded by Cr Ferguson — That the Waimate Borough Council be written to stating that this Council is lavourable to the proposed suggestion, with the provision that Councils at piesent not endowed be afforded facilities for the acquirement of endowments outside Borough Boundaries. 'Copies of this resolution to be sent to the Waiuiate County Council, and also to the Minister for Public Works requesting his co-operation m Parliament. RESIGNATION. From Cr McNeil, resigning his seal as a Councillor. He gave as his reason that the ratepayers had not apparently appreciated his action with regard to the art«*iai water scheme. He thanked the Mayoi and Councillors for the courtesy he had always received at their hands. Cr Palmerson proposed and Oi tferguson seconded that Cr McNeil b requested to reconsider his decision . OFFER OF A SAFE. FroauJ. E. Nathan, offering a larg< iron safe to the Council, which hi said he could recommend as an excellen ar'ic c. In reply to Cr Walker, the Towi Clerk stated that the offer was not j spontaneous gift, but was to be purchased by the Council. Several Crs stated that they wer not aware that any safe was wanted b the Borough Council. Offer declined with thanks. RAILWAY WORKS. From the Resident District Engineer stating that the letter of inquiry r proposed Railway Works ia theSquar had been forwarded to the Engineer i; charge, North Island. POBLIO WORKS COMMITTEE. We, Public Work Committee, hay the honour to report that we have received and considered tenders fcr irain age works, and hare accepted for Bound ary Road, that of R. King, and Botani cal Road, that of G. Bratt, the forme for the sum of £38 9s; and the latter a £33. With respect to applications fo metalling streets, referred to this Committee from the Council, we would re commend that no metalling be undertaken, uniil the yearly estimates an prepared. We have further to report upon tin alterations m the Square, proponed b] the Government, and which hai been deferred, owing to an expressec desire on the part of the Government to nable further proposals to be made These amended proposals are shewi on the tracing herewith. We would re command that the Government be askec to accede to the following proposals, Ist. T l iat wherever the i street is widened or altered, the footpaths shall be made and kerbed, such footpaths to be 12 feet clear width, We have turther to repot t that we have inspee-ed a plan prepared by the Engineer of a gioiu to protect an ex- ! posed point on the river bank. We have authorized calling tenders for this work. We have also instructed the Engineer to construct a drain diagonally throuih a portion of the Square. This it is hoped will obviate the unpleasantness arising from the present small drain running into Georgeot»treet. poundkeeper'-i report. Impounded by Ranger, 34 ; by pro-perty-owners, 11 ; on private lands, nil ; Total, 45. Fees received, £6 3s; Poundage fees to poundkeeper, £2 15s ; Half driving ices to ranger, 17s ; Balance to Borough, £2 17s. THE PDBLIO HALL. A report was brought up by the Hall Committee, with regard to the letting of the Hall, but as the wording was not considered exactly satisfactory m all respects, it was referred back to the Uommittee for amendment. THE POUND. Cr Mowlem brought up a representation by <he pound ke per, to the effect that under the new system of "farming" the pound, the poundkeeper would be entirely under the control of the ranger, who could bring just what cattle he though' fit, or none at all if he wished. The (.ound keeper therefore wished to be relieved ot the. contract. It was explaioed that the ranger apparently thought that the new arrangement commenced last month, and during the first part of it the Kinder brought nothing at all to the pound. Later on he appeared to have discovired his error, and then "rushed" m a number of oatde m a few days. The Chairman said that the Com-,

Cr Mowlera said that the difficulty that presented itself, had not been considered when the arrangement of " farming " the pound was decided upon. The Chairman pointed out that the inttter would require to be brought up by notice of motion. It was decided to allow the matter to stand over until the Committee appointed to deal with complain ts against the Ranger, had sent m their report. AUTHORITY TO PROCURE. The Clerk was instructed to procure a copy of the Statutes for 1880, and also of A.cts relating to kiver Conservators' powers. The Council then adjourned.
