Diike, brother ot Sir Charles DNke, and lately member of the House of Commons for Newcastle-on-Tyne. The Government is seriously considering the question of appointing a Cabinet Minister to arrange Scottish affairs. It is likely that the Earl of Roseberry the present Undersecretary for Home Affairs, will succeed Earl Spencer as a member of the Cabinet, with special charge of Scotch affairs. The Queen will m person open the Fisheries Exhibition on May 12 th. Mr R. Hutchison has, it is reported, been, appointed Chief Secretary for Malta. Mr Gladstone has resumed the leadership of his party m the House of Commons, where to»day he was received with much enthusiasm. It has transpired that Mr Gladstone having refused to facilitate its discus* sion, Sir Stafford Northcote has abandoned his motion demanding the appointment of a committee to enquire into the circumstances connected with the alleged Kilmainham. Treaty. The Conference which has been sitting here upon the question of the prolongation of the powers of the Commission tor the nayigatnn ol the Danube has now closed its sitting*. It is understood that all the Powers represented by their ambassadors at the Conference are satisfied with the decisions arrived at. i Intelligence is to hand that the Roumanian Government persists m ignoring the decisions of the recent conference of Ambassadors upon the question of the prolongation of the powers of the Danubian Commissioc.
