THF FINANCIAL POSITION.

Mr James Service, Premier, addressed his constituents at Castl'maiu last nighti He unfolded tbe Minisj terial programme ; justified coalition, i as the only means of obtaining practical legislation ; expressed himself as san- ' guine of satisfactory results ; announced the abolition of political patronage m i Government departments, including the Railway and Education branches, and che appointment of a Board to manage railways. He further announced that railways would be extended, water supply improved, and measures would be proposed to promote mining manage* ment. He also stated that the finances of the last Government are m a deplor-r able state. Messrs Deacon, Tucker, Langridge, and Levin, some of Mr Service's colleagues, also addressed the meeting. Mr Rose has been elected for North Melbourne unopposed.
