The statement made by the Pall Mall Gazette that a Syndicate had taken up the balance of the Victorian loan at 98 is nntrue. An offer was made to take up two and a half millions at that price, but it was rejected. Berlin, Jan. 19. A serious explosion occurred to-day at a powder-mill m Minden, a strongly fortified town m Westphalia, The greater portion of the place has been shattered to pieces, and twelve lirea have been lost. Paris, Jan. 19. In the Chamber of Deputies to-day iM. Faillieres, Minister of the Iriterio . introduced a Bill to provide measures * to prevent the issue of manifestos by Bonapartist Pretenders. The maasurg provides for punishment of offenders by imprisonment instead of by expulsion from France. Prince Krapotkine and the leaders of the Socialist movement have beea sentenced to 5 years penal servitude, and various terms of imprisonment hare beenpasßed upon the other Socialist prisoners.
