AMERICAN" CIVIL SERVICE APPOINTMENT'S MADE PERMANENT. BETTER PRoSPRCTS FOR THE VICTORIAN LOAN. (by electric telegraph.— copyright.) (reutbr's telegrams.) London, December 31. Sir Arthur Gordon retains his commission as Lord High Commissioner of the Western Pacific. Prince Bismarck is better. The American Senate has passed a bill removing the Civil Service from the sphere of politices, and making appointments permanent, irrespective of party considerations. 1 The work of reorganising the government of Egypt proceeds vigorously, but the chief difficulty experienced; proceeds from the special privileges which have from time to time been granted to Europeans. The vacent Garter has been conferred on the Duke of Graf ton. Mr Porter, Q.C., has been appointed Attorney« General for Ireland," and Mr John Naish, the lt\w adviser, becomes Solicitor-General. Cardinal Newman has recovered from his recent illness. The prospects of the Victorian loan have improved since the adoption of a modified system of conversion has been announced. The committee appointed to advise as to affairs m the Western Pacific will meet m February. The work will consist chiefly m simplifying the High Commissioner's Court. Sir Charles Dilkie, speaking at Chel* sea, indicated that th<? programme of the coming session would include bills providing for the establishment., of county boards, for amending both the county and borough franchises, for the reform of local muncipal government m the City of London, for a redistribution of seats and the amendment qf the Bankruptcy, Patents, Corrupt Practices, and Ballot Acts. It is reported that the strength of the army of occnpatiqn m Egypt is to be reduced by one-half. The English Government proposes that the mixed tribnnal shall be continued for a year only. . The Irish poor are offering strong opposition to the receipt of workhouse relief, and are urging the institution of public works, ; Prince Alexander Vogorides (Aleko Pasha) declines to entertain relations with Russia regarding the affairs of Roumelia.
