Lord Derby declares that England has ro chance of mediating at present. The last 'Frisco mail wis landed in London in forty-two days from Sydney. in a battle before Ear's on' October 15 the Russians captured 18,000 men, 2000 horses, and a large quantity of munitions. In Bulgaria General Gourko has completed the investment of Plevna, defeating Chefkej Pasha in sevpral bloody engagements. Oil October 24th Guruigi Dubruk was captured, after a day's engagement, two Pashas, 30,000 infantry, and one regiment of cavalry being taken prisoners. Teliche was subsequently carried by an assault of. the Imperial Guards, who attacked the position simultaneously with the assault on Guruigi Dubruk. The attacking force were nearly decimated, and Orchantie was threatened.

The Russians are calling out all their reserves and Cossacks, and are embodying 103 infantry battalions. Armenia, is practically lost to the Porte, and the Russians are clearing the Balkan Passes of Turks.

The Mines Bill advanced sixty-six clauses last night without amendment, and will probably go tbrotigh to-day, and will law.
No progress was made in either House ro--day. For two hoars the Housed disputed_ about- Ministerial residences, and the Council - about Standing Orders. Nevertheless a lot of business will be got through before midnight. ... Last night the Bill to reduce Ministers, salaries was thrown out after a division by a majority of one—thirty-otie to thirty. The ex-Ministers opposed the Bill. Mr.. Stafford and several Government supporters' joined them. It is not thought that the House will sit after Wednesday next.

In the short discussion which took place in the House of Representatives on the postal subsidies, Mr. Llacandrew took occa-' sion to l egret that the Colony had not long ago established a direct steam service with Europe, via the Cape or the Straits of Magellan, both, for postal and immigration purposes.
At the last meeting of the Tincent County Council it was resolved that the "Chairman's salary be £3OO for the enduing year. A letter was read from Yincent Pyke; Esq., resigning his position, as Chairman, but afterwards, on the unanimous vote of the Council he was re-elected. A large amount of business, in the shape of accepting tenders, principally for roads and bridges, was transacted, among which was the agreeing to a proposition by Mr. Pyke that the sum of 10,000 be deposited hi one of the banks at interest. An unfortunate accident occurred yesterday to' the oceupants of a buggy which was heing driven down the cutting into the town. Shortly after entering the siding the breeching got out of order, and the horse commenced playing up, the result being that the buggy was capsized over the bank. Mrs. Joseph Creighton, one of the occupants, sustained a fracture of her arm and had Ker head very badly cut A little child—the daughter, we understand, of Mr. Jno. Tait—received some severe injuries, but is at present progressing favorably towards recovery. The other occupants of the buggy fortunately escaped uninjured. The horse managed to' extricate itself scathless, but the buggy is considerably damaged. It is strange the only accidents that have occurred since the cutting has been made—about nine years—have taken place lately. It was only about a fortnight ago that a horse and cart belonging to Air. James Blown backed over the bank in almost the same place, the only damage then being a broken shaft.
